Cabimas. Con una porra, guantes, cascos y lentes de soldar Omar Prieto, gobernador del estado Zulia, dio inicio, este 26 de octubre, al derrumbe de la estructura del Centro de Arrestos y Detenciones Preventivas de la Costa Oriental del Lago (COL), mejor conocido como el retén de Cabimas, un lugar que por años se convirtió en centro de extorsión y otros delitos que generaban riñas entre los reos por el control del penal.
Aproximadamente las 11.30 de la mañana las colchonetas, juegos de cuartos, sábanas, muebles, protecciones de aires acondicionados, sillas, mesas, ollas, ropa, zapatos y otros enseres, que no pudieron sacar de los pabellones, se veía entre el polvo que salía de los escombros, del espacio que el primer mandatario regional llamó el “portal del infierno”.
Prieto estuvo acompañado de Manuel Castillo Rengifo, comandante de la Zona de Defensa Integral (ZODI-Zulia), Pedro Duarte, alcalde de Cabimas, Dirwings Arrieta, alcalde de San Francisco, y Yonder Durán, diputado de la Asamblea Nacional, entre otros.
Los habitantes de la avenida Andrés Bello estaban a los alrededores observando y entre aplauso, celebraban la culminación de la promesa que desde el año 2019 anunció Prieto y que habían comenzado otras gestiones a través del Gobierno nacional. Ese mismo año los reclusos dejaron tirados varios cadáveres al frente del retén producto de los enfrentamientos entre los pabellones A y B para llamar la atención de las autoridades.
En ese momento la directora fue destituida, otorgaron 11 medidas humanitarias a detenidos. Las autoridades intervinieron el penal de manera administrativa.
“Hoy vemos esta alianza cívico militar, policial, hecho ese sueño hecho realidad, el sueño de los habitantes de la Costa Oriental del Lago, pero también el sueño de los propios presos”, recalcó.
Prieto aseveró que en el penal hacían vida más de mil 500 privados de libertad, entre femeninas y masculinos, cifra que sobrepasaba la capacidad de instalación. “Se pueden imaginar lo que aquí adentro sucedía”.
Detalló que estos detenidos fueron trasladados hasta el Centro de Reclusión Francisco Delgado, antiguo retén El Marite, a la Cárcel Nacional de Sabaneta y al Centro de Formación Ana María Campos, en San Francisco.
La máxima autoridad de la región aseguró que el penal acabó con la economía de la COL. “Aquí se hacían trata de blancas, aquí se pagaban extorsiones, aquí salían los presos de noche y por eso hay más de 70 funcionarios con procedimientos judiciales, lo mismo vamos hacer en el retén de Colón en Santa Bárbara”.
El mandatario regional anunció que en ese espacio construirán una plaza para la recreación, “lo que antes era un punto de terror va ser un punto del reencuentro familiar».
En el fondo de la penitenciaria se dejaban ver cajas de cervezas y refresco que en un momento fueron comercializadas entre los reos.
La ONG Una Ventana a la Libertad contabilizó 121 fallecidos desde el mes de septiembre de 2017 hasta octubre de 2021, todos vinculados al retén de Cabimas, distribuidos de la siguiente manera: 89 ocurrieron en sus cinco pabellones, 72 por enfermedades y 17 por riñas entre los reclusos. Las otras 32 ocurrieron en la calle luego de que los reos escaparan del penal y presuntamente se enfrentaran a los cuerpos de seguridad.
