El periodista y especialista en procesos electorales, Eugenio Martínez, comentó que el Consejo Nacional Electoral ha venido avanzando en otorgar condiciones y garantías que eran demandas de la oposición y de la comunidad internacional desde el punto de vista técnico.
“Falta por concertar varias garantías y condiciones que tienen que ver en particular con la habilitación de los candidatos que están inhabilitados por la contraloría general de la República”, indicó.
Martínez resaltó que el problema en muchas de las demandas de condiciones que se le hacen al CNE, no dependen directamente de los rectores, sino de otros poderes públicos.
“Hemos avanzado mucho en el aspecto técnico; pero hace falta algo de voluntad política para avanzar en los temas que están asociados a decisiones eminentemente de índole política”, agregó.
“Las garantías son mejores que las que había en el 2018 desde el punto de vista técnico”, resaltó.
En conversación con Román Lozinski, el periodista explicó que hay tres puntos básicos que exige la Unión Europea: Libertad de movimiento, libertad de declaración y que los informes que emitan sean de carácter público.
“Esos son los tres elementos que en el pasado han alejado a la Unión Europea”, aseguró.
Al ser consultado, por el proceso del 21 de noviembre, enfatizó que no se puede ver como un “proceso normal”.
“Tiene que ver mucho más con organización, con movilización, con recuperar estructuras y competencias que se han perdido en los últimos años”, agregó.
